one would think that would be kind of a blanket prohibition against ANY governmental person doing so....

They can be successful only if the intended targets take them seriously.
Otherwise we stay on target to the Constitution and principles which are our goal. Great concepts require few words, adding complexity and obfuscation generally indicate deception.
For example, the Contract from America (to congress) is relatively easy to understand and communicate to others.
